শিরোনাম দেখেই সব্বারই মনে প্রশ্ন জাগবে – সোনা যদি স্বর্ণ ধাতুটি হয় তবে তার গুরুত্ব একাল ও সেকাল এবং আবাল-বৃদ্ধ-বনিতা কে না জানে? আবার, ই-মেল, ই-পেমেন্ট ইত্যাদি এমনকি ই-লারনিং তো শোনা যায় – এই ই-সোনাটি কিরূপ? এক্কেবারে না-জানা বা স্বল্প জানা ৯৯ শতাংশ বা তারও হয়তো বেশি মানুষের জন্যই বিশেষতঃ মোটা-টাকা অবসরকালীন প্রাপ্তি ঘটেছে এমন সদ্য অবসরপ্রাপ্ত মানুষদের জন্যই এই লেখার অবতারণা। যাক, একটি বাস্তব ঘটনার উল্লেখ করে শুরু করা এবং আগানো যাক।
২০২২ সালের শেষের দিনটিতে আমার অতি পরিচিত একজন (যিনি শেয়ার বাজারের বিষয়ে অত্যন্ত বেশি অভিজ্ঞ) বানিজ্য-বিভাগের ভীষণ মিতব্যয়ী অধ্যাপক সামান্য সরকারী অর্থ ও এক কোটি পঁচিশ লক্ষেরও বেশি ভবিষ্যনিধি থেকে অর্থ (নিজের চাঁদা ও অর্জিত সুদ) সহ অবসর গ্রহণ করেন। মাস দেড়েক পর জিজ্ঞাসা করাতে জানতে পারলাম যে প্রায় সব অর্থই স্টেট ব্যাঙ্কের সেভিংস্-ব্যাঙ্ক অ্যাকাউন্টে তখনও ছিল – হয়তো বা মাল্টি-অপ্সান ডিপোজিটে (MOD), যা থেকে মুহুর্তেই টাকা তোলা যায়। আমি বললাম, “আপনার এতোটা টাকা তাছাড়া আগেরও হয়তো মোটা জমা রয়েছে তাহলে কিভাবে সেগুলি রাখবেন – (১) সুদ বা ডিভিডেণ্ড সবেতেই তো (ওনার ক্ষেত্রে আয়ের এক তৃতীয়াংশ প্রায়) আয়কর লাগবে; তাছাড়া, (২) শেয়ার বা মিউচুয়েলফাণ্ড দুটিতেই কমবেশি ঝুঁকি সামলাতে দুশ্চিন্তায় রাতের ঘুম যাবে, অতঃপর এ বয়সে হৃদরোগ বা ডায়াবেটিসের শিকার হবেন; সর্বোপরি, (৩) সাম্প্রতিক কালে বার্ষিক মূদ্রাস্ফীতির হার ৭ শতাংশের অনেকটাই কাছে রয়েছে (পাঠকের অবগতির জন্য জানাই, আলু-পিঁয়াজের মত ভোগ্য সম্ভারের অধুনা অত্যধিক মূল্যবৃদ্ধির কথা ভুলে গেলেও, ওয়ার্ল্ড ব্যাঙ্ক অর্থাৎ https://data.worldbank.org/indicator/FP.CPI.TOTL.ZG?locations=IN-এর মতে ২০২২ সালে ৬.৭% ও ২০২৩ সালে ৫.৬%; অর্থাৎ, অর্থ-মূল্য উত্তোরোত্তর কমছেই বিশেষতঃ ঐ বরধাতু সোনার তুলনায়), সুতরাং যদি সাড়ে-সাত শতাংশ হারেও সুদ জোগাড় করতে সক্ষম হন এবং তা থেকে এক-তৃতীয়াশ কর দেন তাহলে ‘বানরের পিঠা ভাগ করার পর’ অবশিষ্ট ৫ শতাংশ, সেটি তো ঐ মুদ্রাস্ফীতির হারের প্রেক্ষিতে প্রায় ২% ঘাটতি নির্দেশিত করে!” কিছু চাপান-উতোরের পরে প্রকৃত সমস্যা হৃদয়ঙ্গম হতে কিছু উপায় জানা থাকলে পরামর্শ দিতে তিনি অনুরোধ করলে জানালাম, “যদি কর-মুক্ত, ঝুঁকি-মুক্ত ও মুদ্রাস্ফীতি-মুক্ত বিনিয়োগ করতে চান তবে সামনের মাসের প্রথমেই অর্থাৎ ২০২৩-এর মার্চের প্রথম সপ্তাহেই ভারত সরকার গোল্ড-বণ্ড (Sovereign Gold Bond issued by the Reserve Bank of India) ছাড়ছে কম করে ২ কিলোগ্রামের সমতুল ঐ গোল্ড-বণ্ড কিনে ফেলুন।” – এই হল ই-সোনা এবং কম্পুটারের মাউস্ ক্লীক্ করে আবেদন করলে গ্রাম প্রতি ৫০ টাকা কমে পাওয়া যায়। তিনি আমার পরামর্শ মতই ১ কিলোর সমতুল গোল্ড-বণ্ড কিনেছিলেন, যার বর্তমান (২৩-০৭-২০২৪ তারিখ বৈকালে হঠাৎ ও ২৫-০৭-২০২৪ তারিখে ২য় বার সোনার দরে ধ্বস নামার পরেও) কর-মুক্ত রিটার্ণ বার্ষিক ১৬ শতাংশেরও বেশি!!! রসাস্বাধনের পর, ঐবছরই সেপ্টেম্বরে আমাকে না জানিয়েই তিনি আরও কিছু এই বণ্ড কিনেছিলেন, তবে তখন আগে থেকেই সোনার দাম বেশ বেশি থাকায় বর্তমানে ওনার ঐ ২য় বিনিয়োগে অতটা বেশি সুবিধা করতে পারেন নাই।
এই গোল্ড-বণ্ডের বর্ধিত-মূল্য ভারতীয় আয়কর আইনের “47(viic)” ধারা মোতাবেক একক ব্যক্তির ক্ষেত্রে করযোগ্য নয়; অধিকন্তু, সরকার বার্ষিক আড়াই শতাংশ হারে প্রতি ছমাস অন্তর অর্থাৎ মার্চ ও সেপ্টেম্বরে সুদ দেয় (এই সুদটি কর-মুক্ত নয়)। গোল্ড-বণ্ড সাধারণতঃ মার্চ ও সেপ্টেম্বরের প্রথম দিকে ছাড়া হয় আট বছরের মেয়াদে; তবে, পাঁচ বছর অতিক্রান্ত হলেই যেকোন সুদ প্রদানের তারিখে ভাঙিয়ে নেওয়া যায়, সে সময়েরই খাঁটি (সোনা৯৯৯ বা ২৪ ক্যারেট) সোনার বাজার দরে – এই বাজার দরটি প্রকাশ করে (শনিবার, রবিবার, সরকারি ছুটির দিন ও বাজার বন্ধের দিনগুলি বাদ দিয়ে প্রতিদিন এবং দুবেলা) একটি মুম্বাই-এর বেসরকারী সংস্থা, সংস্থাটির নাম India Bullions and Jewelers Association (সংক্ষেপে, IBJA, ওয়েব-সাইট্ লিঙ্কটি হল https://ibjarates.com/)। বণ্ড ছাড়ার সময়ও সরকার ঐ IBJA-এর দর অনুসরণ করে এবং সোনা-সম্পর্কিত সমস্ত সরকারী, ব্যাঙ্ক ও আর্থিক-প্রতিষ্ঠানের লেনদেনও ঐ IBJA-দর মাফিকই ঘটে। ঐ সংস্থা একই সঙ্গে খাঁটি (সোনা৯৯৯) সোনা ছাড়াও গহনার সোনা (সোনা৯১৬ বা ২২ ক্যারেট) সহ অন্যান্য কয়েক প্রকার বিশুদ্ধতার সোনা এবং ঘাঁটি রুপা (রুপা৯৯৯)-এর বাজার দর প্রকাশ করে। এই গোল্ড বণ্ডে বিনিয়োগের একক ১ গ্রাম সোনা (তার ভগ্নাংশে নয় এবং কোন প্রকৃত ধাতু সোনা লেনদেন হয় না), এক বারের নুন্যতম লেনদেন ১ গ্রাম ও উর্দ্ধসীমা একক ব্যক্তির ক্ষেত্রে সর্বকালের জন্য ৪ কিলোগ্রাম, তবে প্রতিষ্ঠানের জন্য উর্দ্ধসীমা অনেকটাই বেশি হলেও কর-মুক্ত নয়।
